Pipeline Engineering Manager

DESCRIPTION:

Primary Duties and Responsibilities (not limited to the following):

  • Comply with local, state, and federal requirements and industry standards to protect the public, employees, and the environment, while handling, storing, and transporting hazardous liquids.
  • Provide technical support to Management and Field Operations.
  • Ensure that all pipeline projects are executed using the stage gated project management process and that all project deliverables are develop at the appropriate time and at the right level of detail.
  • Evaluate crude oil leases for economic pipeline connections, to reduce trucking costs.
  • Analyze existing pipeline systems for changes to reduce risk and cost or improve operations.
  • Evaluate and design project plans of outside parties (highways, coal mines, developers, and facilities) for interference with company facilities or easements.
  • Estimate cost of adjustments to pipelines and prepare reimbursement agreements for the adjustment.
  • Manage pipeline adjustments, track company costs, and submit invoices for reimbursement.
  • Work with Maintenance Manager and Land & Right-of-Way Supervisor to plan and schedule construction projects.
  • Perform survey and layout work as necessary for construction projects.
  • Develop, review and edit government required procedure manuals.
  • Locate pipelines on USGS maps and supervise production of company-interfaced maps on AutoCad.
  • Design pipelines, pump stations, tankage and complex piping arrangements as necessary.
  • Assist in daily communication with internal/external clients involving request/questions.
  • Manage and oversee contract engineering firms developing pipeline projects.

  • Secondary Duties and Responsibilities (not limited to the following):
  • Develop and maintain industry relationships with suppliers, contractors, and other pipeline companies to exchange beneficial technical information.
  • Assist in compliance with all safety and environmental regulations.
  • Propose and evaluate budget and manage capital and expense projects for logistics.
  • Obtain necessary railroad crossing, highway, ditch, and river permits for pipeline related construction projects.
  • Provide support and technical advice for emergency operations and spill recovery.
  • Assign jobs/projects to direct reports, provide guidance and counsel in partnership with internal/external clients; coordinating with refinery as needed.

Education:        Minimum:         Bachelor’s Degree Civil, Mechanical, Chemical or related field.

Experience:     Minimum:        10 years of oil and gas pipeline engineering experience.

Licenses, Certifications or Registrations:  NCEES registration and Electrical PE License, preferred.
